The Missouri thing is a dead issue going in. The few Democrat dominated counties, and there are only 4 in Missouri those being St. Louis, KC and UMC/Boone County. Those Reps threw this out there but the Republican Reps will shoot it down easily. I doubt it even makes it to the floor honestly.
