To be fair, the DO have an enforcement branch. http://www.nmfs.noaa.gov/ole/ and they assist Customs and Border Patrol with smuggling operations on occasion.
Why hollow points tho....THAT is the question. It definitely ain't training ammo....unless hardball is that hard to get.
Even more interesting: DHS placed another ammo order. 750 million MORE rounds of .40SW, on top of the 450 million rounds they already ordered. 1.2 BILLION rounds of ammo!!! Just sayin'. http://www.infowars.com/dhs-to-purchase-another-750-million-rounds-of-ammo/
NOAA backpedaled and is now saying the National Weather Service reference was a clerical error and the ammunition was intended to be acquired for the National Marine Fisheries Service, Office of Law Enforcement. Regardless, the question remains as to why millions upon millions of rounds have been purchased by other federal agencies.
