I finally found these guys the other day - they are camped up on K Street NW, just a block or three from the gals working the World's Oldest Profession. They are several blocks from the Mall, several blocks from the K Street Corridor where all the Lobbyists work...basically tucked out of the way, so no one cares.
The wife and I were working downtown and passed their little encampment at about 11am - all the tents were zippered shut and not a single soul appeared to be up yet.
